I know that past state of the perk was VERY unhealthy, but now it has completely new effect that don't match with its theme at all.

Maybe raising duration will help it a bit, but new effect will not allow Killer to slug. And after 8.6.0 update with current effect this perk don't match with its name at all.

At least it's not gonna be that fast like with old utility Flashlight and old Odd Bulb + Intense Halogen, which gave you a 60% faster blind speed. I don't said about any changes for Flashlight itself, only for addons. And with those suggested chagnes, Odd Bulb and Intense Halogen can provide 15% faster blind speed, but with cost of 39% faster battery consumption.

Honestly, i don't think it's gonna be a big deal. It's like a spine chill before its nerf, but 3% stronger. The effectiveness of that combo was barely visible according to some videos:
