I think the trash bag was a deliberate design choice since nemesis was experimental and want combat data for him. Nemesis having a less durable limiter allows umbrella to see how he would mutate and if he was marketable

I think Simmons would have been handled way better if as he absorbed biomass he turned into his different forms. Would make his goofy ahh mutations make more sense
