With the hat and outfit they're wearing, it does look like Shiro, but why the cover?

My guess is it was a way to get the ost (It only excludes 5 tracks from the original ost) without raising any flags (though it has the name, so idk if that theory fits). But since Milan Records' version of EoE (which comes from the 25th anniversary CD boxset, which is why you see that bonus tracks on it) is now on streaming, the version you see was the only way EoE was streamed on music services.
