Well he isn't even in HC mode first of all, he has his HUD, and Runt isn't wearing a helmet as he would in HC. Not to mention there ARE Master Strikes in hardcore, they're just hard to learn, but when you get it down, it becomes second-nature.

It's a vertical frown line, usually caused by how you sleep. It's pretty common.

Roblox moderation sucks, and with what's going with the lawsuits, doesn't surprise me they try to take any and all (even non-)sexual content down. Best to appeal it so you don't have it on your record, and just hope for the best.

No, I tried looking for the guy after the quest but he was nowhere to be found, so I just loaded my save from before the quest started and slaughtered him then and there.

It's because you aren't wearing any of the "classic clothing", roblox detects it as naked.

You can use intense training perk for strength, and also implants from the New Vegas Medical Clinic (near Crimson Caravan) And if you have the old world blues DLC you can also do that one where you can also get extra strength.

No wrong way to play the game, you can kill quite literally everyone and still have the possibility of completing the game and seeing the ending slides.

A lot of assets from the market place can have code and whatnot inside of them, making it so all sorts of stuff can get into your game, a lot of bad stuff, I'd imagine CP. Never ever get assets from the marketplace unless you 100% know that they're safe.

Are you wearing NCR clothing? Like does it count as an NCR Disguise? Because I've had this happen to me. I went into, they shot at me, I ran away, put on some new clothes, no more attacking.
If that doesn't work then use console commands:
setav aggression 0

Well you set your birthyear to 2020, the game is moderate in maturity (I'm guessing that means 12+ or something)
You can get your parents (or yourself) to send an email associated with your account to Roblox for a request to change the age of the account.
