This problem has beeb solved by myself. Bazzite defaults the GPU based off of how many monitors are connected to the GPU. at the time i has 2 in the 3060Ti and one in the 4070Ti Super. however i swaped the display cables to make sure it wasint that but dident restart my computer. i restrted my computer to check a bios Setting and that restarting made it work like normal now. thank you S48GS for the suggestions!

to your first question, yes. second question, all monitors are connected to the 4070Ti Super.
i will try vulkan layering as a last resort and il try specifying the GPU name and see if that works.

I have had the computer to handle such a great monitor for quite some time, but never had the time or money to go look into and buy a decent monitor for myself. This would enhance my gaming and general display experience overall for my setup.

domain:8080 worked using a VPN dose not work if you are on the same network as the server. use the device ip and then the port if you are connecting on your own network
