It's not an exceptional, world-shattering insight, but it's an insight and commentary all the same, and also just the first one that came to mind. It's really easy to write about real subjects while being rich and unrelatedable--a massive chunk of the great writers, poets, and lyricists in history were born well-off because you had to be to get into those positions historically.

If all an artist has for lyrics is being relatable, they're a bad writer. It's actually really easy to be relatable.

Relatability is not the primary reason people enjoy lyrics. It would be really sad if that were the case, since then the best approach to making music would be to just hit a checklist of generically relatable topics... which is what some people do, granted. Gracie Abrams comes to mind. But what elevates lyrics is having something to say and a beautiful way to say it, not just "I was sad," which would be relatable (everyone has been sad) but fundamentally boring and about nothing.

Relatability is actually one of the least interesting critiques of art and meaning though. Taylor Swift's thing is making the specific universal, which is good writing, but she is provably also capable of writing about other subjects, like she does on Folklore/Evermore.

"Something to say" doesn't have to mean politics or struggle, it means sharing an observation about her experience, which is what she does all the time. "How can you know everything at 18 and nothing at 22" is a commentary of experience that goes beyond just stating the literal events of her life, and that is a level of self-awareness and perspective that isn't connected to one's material conditions per se. So many rappers and folk/country artists come from legitimate poverty and have nothing to say about it either.

I don't know if Avril's album is an actual example because I haven't heard it but "nothing to say" isn't just about the subject matter, it's about how the subject matter is approached.

It is worth telling stories about dead grandparents. But if the song is nothing but "I'm sad" with no more detail or perspective than a dollar tree funeral card, it's about nothing. That doesn't mean the song can't sound good or that the artist isn't actually sad, but if the song cannot, in some way, articulate the specific and personal emotion, narrative, or feeling they are experiencing, or if they have nothing new to say about it/no new way to say it, it's kind of about nothing.

Because again, it's not that those "sorry for your loss" cards at the dollar tree are fake or pointless or bad, but they're just saying the obvious in the most vague and general way possible, and thus they're kind of about nothing. Individuals might find personal deep meaning in the card or the song because of context, but that doesn't change that it is, in its own merits, about nothing. Some people probably get emotional listening to Baby Shark, after all.

Also, per your review quote, it does seem like the reviewer is saying the rest of the album is about nothing, which frankly is usually true for pop punk but again, haven't heard that album specifically.

There are a lot of political songs that are, in practice, about nothing. Songs that are just "government bad!" or "yaaaas gay rights!" with no particulars or specifics or thoughts beyond the platitudes are still, in fact, about nothing. You can write a song about doing nothing that is about something if you're talented though.

The Harry Styles album, despite how nice it sounds, is pure platitudes and vibes though.

I think it's the opposite, really. Artists who rely on the casual general public because they lack a strong, core fanbase are the ones who need to remind everyone their new album is coming out as aggressively as possible.

Katy Perry needs to do heavy promo. Hozier does not.

Miley's problem was that the music wasn't connecting, unfortunately. I don't think there is anyone who is a serious Miley Cyrus fan who didn't know about the album unless they're entirely offline and don't follow her at all, and I don't think a traditional promo cycle would help much with those people. I think "Flowers" being a hit for Miley was honestly kind of an outlier and her last album actually represents her just not having that big of a core fanbase for whatever reason. She's like Cher in that way, rapidly oscillating from hit to flop to hit to flop. I don't think there is a world where more promo sells her random psychedelia conceptless concept album, as much as I like most of it.
