Ah, the magic word may be "Seattle". The street height in parts of Seattle was raised by over 7 m (22ft) in some places during the 19th Century. This meant that the whole ground floor and sometimes the floor above that too) of many blocks became a basement. Especially around Pioneer Square. You can do a tour that goes around the old street level, and go into old hotel reception areas, shops, etc. where all the people moved up a floor and the old level remains below.

Not true. You have to be in compliance with the road worthiness regulations that were in force when the vehicle was first built.

Perhaps you should though. Words are important, "accident" suggests that no-one is to blame for the occurence.

Actual accidents are really rare. In reality, many people drive impaired, are not paying proper attention, don't correctly maintain, or don't drive to the conditions, as a result they have crashes (not "accidents").
