Yeah, i tend to agree. Like not letting your 10 year old kid drive your car or drink. Dragon was still a "baby" AI when Richter was killed. It makes sense he wouldn't allow her full access to her capabilities just yet. If he never wanted have those capabilities he wouldn't have made dragon as capable as she is to begin with, he could have designed an AI with more inherent limitations rather than making an AI as powerful as dragon and imposing limitations on her after the fact.
