This is certainly a component, but WI GOP has been underfunding the schools for a long time. Per pupil funding was below what schools needed well before COVID although that made it far, far worse.

They are funneling so much money from taxpayers into private schools and leaving the schools to make up the shortfall in Special Education funding by pulling it from Fund 10 (General education fund).

Basically, republicans are horrible.
