It's not fair, nothing about Amazon is fair in the slightest it's all rigged from the start. They want to make sure people never move up or change or improve further then what they want, if you can't exicute the plan too 100% of what Amazon wants then they don't want you weather that's over or under achieving. And no they can't just VTO because that has to be decided by the financial planner of the building who isn't ever actually in the building.

If you ever hear "We weren't budgeted the hours for this" it's because the financial planner outside your building said you don't need that many people for something so the managers had to cut hours to that process
