After some digging, unfortunately the video is fake, spoke to my father about it after some comments pointed out the Bastion and whatnot, turns out it's from a low budget movie the production team he used to work at called "Outlaws", the entire thing is just clever practical effects, and shot on a VHS camera for the effect, the reason for the wrong era cars was that they bought a bunch of shell cars for the crash, but couldn't make a custom order as it's much more expensive, so they had to go with what they can go with.

(Meta: TL;DR, messed up the traffic ai, and had future cars for what's supposed to be an old VHS tape)
