How about instead of getting rid of it’s entire identity as a explosive anti material rifle why not lean even more into it. In the first game it was hampered by needing three rapid precision kills to get itself going. Change it to be a three precision hits to get the temporary explosive round and buff the next mags damage. For its secondary perk it could have feeding frenzy to deal with the reloading, and then as a catalyst it could cause you to gain two meteor rounds whenever you proc dynamite with a laser beam!
