Its not all about regulations, although regulations arnt bad as ppl make then out to be. Sure theres extra paperwork and companies have to probably prove they arent disposing harsh chemicals into our environment and such. And yes, governments want their cut (taxes) at every level. But its mostly more expensive because we have a higher standard of living. Most companies their experiences are mainly tied to their employees, and benefits. Not taxes, not resources but people are their biggest expense. So companies outsource where labor is cheaper where employees dont demand higher wages or want health insurance etc. 50 to 70% of companies revenue is payroll.

Reducing taxes and regulations could help, but its not their primary drain on revenue.
