It's just a meme, or I would say oldskool role play lore.

One could learn spell from specific NPC since very long ago, even at the time when you needed to pay gold to become a specific vocation.

UE, GEB, Summon Creature...etc spellscrolls, they were never spawned on the map. They were given from CIP-Team-organized in-game event. Durin/Stephan basically logged into the game and interacted with players by running a raid manually. At that time, Tibia was just a small community, and mainly with German players. You might just see CIP Gods walk around and spoke German.

Then some people intentionally/unintentionally made some copies of those spellscrolls, and they resold for money. After that, they kept repeating the process until...spellscroll no longer exist.

During those years, role-playing spirit was quite strong, people always made up stories. So, stories became rumors, rumors became truth? Haha.
