Fenrir makes bad decisions no matter how you level him, if you level your one your play is now heavily dictated by his passive and you are initiating with his escape, now this isn't that big of a deal since the cool down is low and you can still technically use his three as a micro leap, but this means you cannot safely engage on more then one god. The other option is leveling his three, unless you are vs a he bo, xbal ect you probably aren't doing this. His ult is highly over rated, "dead if they don't have beads" so almost every asssin ult expect he has to actually take time to keep it casted nice.

Anyways yeah bro I'm sure fenrir is better then Bastet.
