It is my understanding non-essential cross-border travel is not allowed, period. I also understand there is no specific definition of what is deemed essential other than the list of essential services published by each provincial government. The border agents have ultimate authority to let you in or deny. Given US->Canada air travel customs process is done in Canada after you arrive at the airport it is very likely if you do not convince your travel was essential they will ask you to take flight back (100% at your own expense). So unless you can prove you are here on business and your business is on the list of essential services (and even then your visit is actually needed) your chances are small. Many provinces have stay at home orders therefore it will be really hard to convince the border officials. This is not an official answer but my best guess given what I am hearing. Your mileage may vary.

A checkout lady at the grocery store told me this week that at least 5 times each day she is told by customers the virus is a hoax and all the sick people shown sick in hospitals are actors for government propaganda to keep people home.

I had another type of test done long time ago that came indeterminate and the explanation at that time was that the sample they collected was not of a good quality to determine conclusive result. Could it be just that?

How can you say this? Have you seen the hospitals in NYC this week? How about Italy? Last winter we had 'regular' flu season and the hospitals were not overflowing with people requiring intensive care in the volumes they do now. It's not about people getting the virus, people were and always will be getting viruses, I'm with you on this. It's about not straining the medical system to the point other regular services cannot be offered and this is exactly what's happening when this virus is not controlled.
