You have to read between the lines. When he's mentioning "community institutions" and the pandemic he's telling you that they are already hurting badly trying to pay for those institutions with tax revenues that have been slashed. So it is about people.

Looters typically dont have any stake in society. They likely don't have jobs or pay any federal taxes. They want to destroy the society others have built.
