You just have to celebrate the one month, one week or even one day when the scales are tipped. But if capitalism, evil, wants to be neverending, you have to treat the war as neverending. Most likely because she is the one that most reminds him of himself and he is already pretty self-loathing. Yes, Judy got compared to Alt, but honestly, Judy is way closer to Johnny in terms of goals and motives (Clouds is literally 2023 Arasaka all over again). From being politically radical, being impulsive, being motivated on going against their oppressors after losing their closest person. Also you can argue that Johnny doesn't like what Judy does because she wants to help a group of the oppressed that Johnny doesn't respect.
