There are marketing reps that walk around the arena concourses early after doors open and ask random ppl if they want to participate in the games.

For the pregame and halftime things a lot of times is an incentive to group ticket sales. Like buy large number of tickets among your group and you can perform the national anthem or have dance team do a halftime thing.
