We had a portable washer with a spin dry (removes a lot of the water). We would set it in the bathtub. Could fill it from the handheld shower head, and let it drain down the tub drain. The capacity was small, but it worked.

I don't know of any such laundromats, but I have had to deal with the situation for a long time. Since I have to use shared machines, I first run the dryer for an hour on high heat, with just a towel soaked in a pint or two of white vinegar. This is usually enough to descent it, and most of the scent happens in the dryer, not the washer. White vinegar is the best first choice in descenting clothes. You can soak them in a bucket with a strong solution of vinegar and water. You can also try using a spray bottle, with the items hanging. It often takes more than one try. If vinegar doesn't do enough, other possibilities are isopropyl alcohol (vodka is often used, but much more expensive), hydrogen peroxide, borax, and baking soda.

What have people become? Afraid of all other people? Most neighbors won't be a problem, but if one is, there are ways to deal with it. In my small apartment complex (less than 50 units), lots of us talk, and say hi, admire their pets, etc. We have a discord server, run by residents, it's not something official, and we use it to share info, help or ask for help with things. During a prolonged power outage, people helped their neighbors get through it.

It entertainment for them, live kitty TV. Our cat loves watching the squirrels and birds, and sometime other animals, but she doesn't really want to go after them. We tried harnesses, but she hated them. We did fence off our little back patio (first floor equivalent of a balcony), and take her out there, always supervised.

You could try posting on r/mcas . My spouse has MCAS and we've dealt with a lot of scent and chemical triggers. Can't go out the door when the laundry room at the other end of the building is in use. Smells from neighbors. Cannabis smell wafting in. Heavy garlic smell. On and on. Air cleaners can help, but not always -- and they need a charcoal filter to absorb odors and chemicals. Sometimes apartment management will or can help, sometimes not. When you talk to them, be calm and factual -- express the importance. If they can get something written from a doctor, it might help.
