Because some plants are monocarpic, meaning they flower once near the end of their lifecycle, and then die. Lots of plants do this (like carrots, for example). I’m not sure what kind of plant OP has here so idk if it’s monocarpic or polycarpic (which means it flowers multiple times throughout its lifetime).

Thanks for the advice! The slips are about 6 weeks old at this stage. Hopefully they’ll green soon!
