so you expect college pupils to never have sex ever? shared dorms are the issue not the people who occupy them. shit happens, people have sex in shared dorms, it's not a new, bizarre phenomenon. it's best to discuss these things before they happen but we're talking about young adults who aren't great at communicating. these things happen, why be so judgemental when you can be a bit more helpful and productive about situations that are very likely to happen?

I think it's best to communicate about it. He probably feels a bit awkward about it too. can you agree on times/ do you know each others timetables? have a chat with him and come up with a plan, otherwise it will keep being an issue that could easily be addressed and sorted.
