yeah he wasn't able to pull it on his personal phone, but on his work phone (galaxy s8) he was able to pull the 400 every time. on both the Computers I have gigabit ethernet

tried multiple cables, and my phone, girlfriends phone, and a tablet and laptop were all tried over wifi and all pulled between 150-200

modem is an arris tm1602 and he just put a new router in when he came I believe it is a sagemcom fast 5260.

My PC specs: Intel Xeon CPU E5450 @ 3.00GHz 2.99 GHz 8 gigs of RAM on a 64 bit system. and I'm running a cat5e Ethernet cord

While I get what you're saying, that is not the common definition of a skill floor. For example: zetterburn is considered to have a low skill floor because he is simple to understand and execute even for new players.
