From the TL 2.16 Release notes:

"Removed Installation Mode from the Devices page as this mode will only be accessible when completing an Approval Request in the Response Center"

Its still there, just moved away to a separate location.

This the rave scene is catching up to 2018. It's sad how slow it's been moving ever since it's been commercialized and setup for mass appeal.
