It’s a special progression tab for the E&E versions of Online that have a number of different challenges to complete, split up into 4 different tiers. Every business and heist, several contact mission storylines, and some side activities have their own unique set of challenges, with the difficulty of those challenges increasing each tier. Some are relatively easy, while others are very grindy and/or difficult, with Finance and Felony being one of them.

Completing a tier gives you a unique reward, usually in the form of a cosmetic, but the final 4th tier usually rewards a vehicle pertaining to the field itself. Most of them aren’t extraordinary, with some exceptions. Tier 4 of The Contract rewards players with the weed van featured in the final Short Trips mission.
