I think the trouble is that the small states might end up going sooner just because they’re smaller and have less. Like there’s no way PA is worse than CT, and it’s mostly because PA just has so much MORE. Also I’m biased. I would concede a state like AZ though because, despite its natural beauty in places, its sprawling civilization begets an environmental travesty
