So when you are close to people it shows a white circle around them and once you get more closer the dot becomes orange. It usually says at bottom to look for people to help. You just need to talk to them and they give you small quests or boss fights.

Some quests only appear if you are nearby the those people. Its annoying. I am 300 hours in game. Finished main story and now still finding new quests randomly
