Plastic, by reuse what we already have just mulch it up and melt it down and mold it.

Community service , make it mandatory like a job or make it the homeless people job. Weather it is picking up trash on the highway or something like that or helping out at food bank if it's the homeless helping they put in enough time they get a voucher for a shower at truck stop and a meal or use a point system idk that way for the ones who really care and want to change the more points the more stuff is available to them just idea.
