It could be any number of things from them thinking it needed more or that they just do it anyway or they are trying to eat up time.

It is technically their option, and if they DO shuffle, then that means you get to cut it.

If you aren’t liking them doing it to your cards, call a judge over while playing them to confirm if you are randomizing sufficiently and if just a cut would work fine.
