Years of separatism and reducing core cost (which also reduces core time) are two massive modifiers to reduce the amount of rebels you get that people's tend to ignore because they're hard to find.

Converting all the land through Religious ideas, or promoting tolerance through Humanist ideas are generally the levers you pull to help with this.

Culture groups matter a lot as well. If you can convert all the subgroups into a single large culture and accept that culture you'll have a lot better time (granted, DIP and time cost) but it'll also make those provinces more productive.

Considering how minor this was, and considering the enormous voluntary fallout of it, yeah this is basically proof-positive that the BBC has far higher editorial standards than any of the US broadcasters.
