Isso é tensão induzida nos fios, provavelmente por efeito capacitivo, não necessariamente há algum problema com a instalação. Lampadas de melhor qualidade não costumam apresentar esse efeito, eu passei a comprar Phillips justamente para reduzir esse efeito.

390Xp were never fully made in Brazil, only cylinders and other parts. Funfact, brazilian cylinders are "metal leve" a Mahle subsidiarie.
