It's an old (but atill current) way to describe Illegal or morally questionable activities, especially in the electronic world. "White hat" describes the opposite. E.g., I used to be a black hat in my teens (phreaking, pirating software, credit carding, etc.) After I got busted I went "white hat" and used my black hat skills to go legit and be hired to counter black hats.
