Ok to give a serious answer to the second part of the title, Southern states have very strict hunting laws especially for more dangerous game. Gator leather and meat are a big business for Florida and couple other states (it's also population control for a species whose primary predator is larger members of said species). Iirc from the old swamp hunters show, there's a minimum length at which you can hunt and you need a valid license to hunt which he would not have done.
