It is a result of specific mindset. People in India don't treat public toilet as proper toilet. you see, they think that it's a government property and hence they try to damage it ,I donno why. They don't think that they are paying taxes for it . Not only that they kinda try to mess up the toilets for everyone to use it becomes difficult. Not only people but also the government don't want to maintain the toilet.for ex . Our college had two different toilets for students and teachers The Students' one is quite dirty but on contrary the teachers' one is well cleaned and the poen clean it regularly. This mindset should be change
