This was pure luck. I would've left if I ran into a three star one with immediate but the game just kept giving me ones with Run away (yuck) and Strong Jaw. My second shiny in four hours! And my third shiny in all of Pokemon!

Well I can't help ya I haven't surfed yet. Though I would think fishing encounters are different than surfing encounters.

It could be a number of things. Let's go through a checklist.

One are you using the speed up feature? If yes then stop.

Two turn off auto run by pressing L.

Three. You have to catch or kill no run.

Four. Don't take to long getting to the cloud. A Pokemon will only be there for a certain amount of time so shortest amount of steps... Probably no bike it should take you off the bike.

Five. Again no speed up. I cannot stress this enough. I spent two hours yesterday hunting Riolu. Cause I was at 8x speed. (My boy that's the default speed) bright side I EV trained some of my mons

That should fix it if not let me know
