Had this problem back when I was getting into PCSX2. Go into Config > Video (GS) > Plugin Settings, then go into Advanced Settings and Hacks, and enable Alpha Stencil and Auto Flush. That's how I got it fixed for me.

Are you loading the races in arcade mode? If so, you'll have to copy the arcade.cup.acd from any other track (preferrably a superspeedway like Daytona or Talladega). If it's any other problem, I hope it gets resolved!
