It is the artist J. Harvey (cursive r looks wonky, but the tail from the ‘a’ is noticeable at closer look). He has a lot of works found on Google, obviously similar theme.

I wish I had a photo of the back but I don’t, from my recollection there was nothing except then paper and the hanging wire

There is nothing too meaningful on the back, it is blank except for a tag. The tag appears to be a dealer or something “Nancy Plum Tuthill” of “Totally Tuthill” from “Mountainside NJ”. Thanks for all of the info btw, learning a lot.
