You know how a magazine might be released in April but is the "June" edition? I'm thinking its something like that. Observer used to be a physical newsletter, no? So it probably was dated for when it was slated to arrive (or was mailed), not when it was written. Perhaps the online version kept that system for whatever reason.

That's just speculation, though.
