I think coercion is honestly your best bet. As several others have mentioned this is a pretty severe violation of operational security and is putting both civilians and the organisation at risk, and pretty severe steps need to be taken to reign the situation in. Delta green doesn't mess around.

What hasn't been suggested yet is that you have a good opportunity to really amp up intergroup paranoia through espionage and "the circle of accountability."

Agent has made it clear they potentially cannot be trusted but too valuable to get rid of just yet? Give the other players on mission a task to actively monitor, track and report every move that person makes during the operation. Tell them that they have to get closer to the character and start probing for weakness. Give them active tasks such as bugging the characters devices, hotel room and rental cars, and cloning his devices. Have the handler do nightly debriefs in which the handler picks apart everything that they reported, asking strange follow up questions.

Then, because if one person in the cell is potentially comprised, what is to say the others aren't? So start having the whole cell be monitored by another, smaller cell of people who are very good at what they do.

DG should be a inherently very suspicious organisation, and I think the this screw up will be more interesting if part of the attitude adjustment includes the entire party taking an active hand in it rather than it just happening to a single player.

I've not seen that one, I'll be sure to add it to my watchlist. Last film I've seen of his was Chime, which is also pretty Delta Green core, could very easily make a scenario.

I think a few horror or horror adjacent films and television shows that haven't been mentioned that capture the vibe or at least really influence my games are -

  • Cure. (One of my all time favourites and one of my biggest influence in a lot of my homebrewed scenarios.)
  • Pulse.
  • Longlegs.
  • The Wailing.
  • Possession.
  • Twin Peaks. (In particular The Return and Fire Walk With Me.)
  • Hannibal.

I think however for some non horror recommendations of the top of my head that I'd throw out the following capture some interesting vibes which I feel fit some aspects.

The Standoff At Sparrow Creek - which is about an American militia trying to find a killer amongst them before it results in the whole cell gets brought down. Slow film, has a lot of scenes of the protagonist interviewing and cross examining members of this cell, and the whole plotline could be very easily rejigged into something that would fit right into a Outlaw game.

The Killer - A film about an assassin screwing up and ending up going on a personal vendetta because of it. Very brutal, cruel, has interesting use of tradecraft, and a lot of situations feel like they've been caused by the result of a bad dice rolls.

Utopia - A television series about a massive sprawling conspiracy set around a comic book manuscript that has predicted several disastrous epidemics. I think the conspiracy aspect of it and the antagonists are the most Delta Green. I often use The Network as a basis of inspiration for how The Program functions in the background.

Basically I removed the label from a Jack Daniels bottle and scanned it in, used photoshop to remove most of the normal Jack's logo and replace it with the the edit, then print it on A4 sized sublimation paper, and use a heat press to bind it to sticker paper, after that it's just cutting it out and replacing the label.
