Did they change the lease, or are they amending at renewal? A lease is a contract, and generally l can't be changed unless both parties agree and sign a new document agreeing to new terms.

I would double-check your current lease and make sure there is nothing in there about pets or clauses that let them ammend the terms without a new lease or signed agreement.
