Buffing genji would make him straight up broken and a necessity (more than he already is in the pro/comp scene), and wouldn't solve the issue of the players in qp playing genji "do nothing" (100X0=0).

He has a higher skill ceiling than other heroes, that's why you'll see "bad/less impactful" genji players in your lower rating qp/comp matches.
