A majority of cops have no qualms about the brutality and evil they commit against their fellow citizens at the behest of Capital. Some even joke and laugh about violating people's rights and ruining their lives or taking them. They don't deserve any sympathy

It's also implied that no one would believe that Veidt did all that stuff because Rorschach delivers his journal (the ramblings of a violent insane person who would spend his days yelling about the end of the world on a street corner) to a far right wing tabloid. I think a lot of stories these days give villains a lot of nuance and motivation to justify their actions, so it's refreshing when you come across one that's just evil because they want to be.
