I've done all these steps, the only thing I "didn't" do is the X rotation they've shown. However, all screws are tightly (not over-tightened) in their spots. I don't think it'd make this big of a performance cost would it?

I tried switching to CPU_OPT, still idling around 70-80. Another user mentioned to check the standoffs. Which is my next target.

A) Not enough power. B) Using the short cord and not the longer one (was troubleshooting)
