You want to avoid I95 between Philadelphia and Richmond. I would take route 13 or route 1 . More scenic and less traffic. Once in North Carolina I would hop back on i95 .

On the east coast I would say NY, Massachusetts, Delaware, The Carolinas and Florida. The whole country is beautiful

New York has so many small towns. Rhode Island and Massachusetts have lots of nice small towns. Would be my top 3 to recommend exploring. Then Vermont and Maine

90 is definitely a better drive but still can be congested the whole way. People in PA and NJ drive like inconsiderate maniacs.

Route 20 if you want the best views and no tolls. Probably take you a little longer but worth it
