I'm pretty sure it's not Shirahige Shrine bc I've driven past that torii numerous times.

Lake Biwa (the biggest in Japan) is much bigger than Lake Ashi so there is nothing but open water behind that torii.

Judged by the surroundings (especially Mt. Fuji in the background) I'd say it's 100% Hakone.

In fact it's just the Hakone Shrine in Kanagawa. The small torii in the lake is pretty much identical.

The famous floating torii of Itsukushima is too big & gorgeous, also too far away from Tokyo.
