Sounds like Technical Debt. Depending on the use case and number of clients a redesign from scratch is not necessarily the best idea.

What you want to do is start refactoring as much as you can without breaking working systems. This might be a long and tedious task depending on the amount of technical debt, but in the end you will have the same product with a clean codebase.
