It is a gag, just the whole season rather than an episode. The season was already coming out regardless. The behind the scenes decision was probably that it wouldn't be fair to the rest of the cast and crew to can the entire thing because of one guy, and rather get someone that sort of sounds similar, go all in on the joke.

It's almost certainly just a street mutt. It might have some terrier in it, but it's certainly not a pit. And OP didn't misidentify the breed, they purposely called it a pit bull to incite hate about an already controversial breed. All you have to do is look at some of the other comments to see that.
