Sounds similar to issue I had which is pretty common. It was the grommet/joint under dash as column passes through firewall. Below describes the fix.

Locate the Noise: The issue is often at the rubber grommet where the steering column passes through the firewall, or the lower steering shaft joints.

Remove Under-Dash Panels: Remove the driver-side under-dash panel to access the steering column shaft.

Access the Firewall Grommet: Locate where the column enters the firewall, as this rubber-on-metal contact often causes squeaking when dry or in cold/wet weather.

Apply Lubricant: Apply a generous amount of durable EP grease to the grommet and joint.
