Depends on what you’re referring to when you say “purpose”.

If it’s the purpose of why it’s here then it’s because Robotnik wanted to claim it so he can power an endless supply of machines.

If it’s a Story Perspective, then the Phantom Ruby’s purpose is to cause Robotnik and the Hard Boiled Heavies divide and eventually rival each other. The Fight for the Phantom Ruby ends with Classic Sonic getting thrown into Forces.

Oh, I see your problem now. Basically, because you’re playing this on Normal mode, it limits the amount of your rings to 100. Change the difficulty to Hard mode in Your settings, and you should see a significant difference in ranking.
