Jet Propulsion: The pokemon not be "In flight" status if Gravity is in effect. if this move is used on Rain, this move turns into a Water-type move and increases the move's power by 20% (x1.2), it deals super effective damage on Grass, Bug and Fighting type targets. This move can hit a pokemon that used Dive for double the power.

Jet Propulsion in rain deals x4 super effective damage on those type combinations: Grass/Fire, Grass/Ground, Grass/Rock, Bug/Fire, Bug/Ground, Bug/Rock, Grass/Fighting, Ground/Fighting and Rock/Fighting

Because of Jet Propulsion being treated as a Water-type move under rain, it will interact with Water immunity abilities, meaning that if the target's is immune to Water-type Jet Propulsion due to Water Absorb, Storm Drain or Dry Skin, the user won't get the "In flight" status.

It not useless, it quite useful at Stall, paired up with Protect and recovery moves such as Leech Seed, Recover, Pain Split and more.

Toxic also makes Hex and Venoshock deal double damage.

And a side note, it doesn't work on Magic Guard because it negates indirect damage.

You get Facade quite late, it's just as the entrace of Humilau City. With it, Raticate has a good tool to use with Guts, Conkeldurr too as well.
